NEW ISLAC MEMBERS
Secretary of State and State Librarian Jesse White has named five new members to the Illinois State Library Advisory Committee (ISLAC).
The new members are:

*Michael Gonzalez, CEO of Maestro Ventures, Chicago, Citizen Representative
*Laurie Lollino Taylor, attorney, River Grove, Citizen Representative
*Michaela Metzger, Cristo Rey Jesuit High School, Chicago, Ex Officio
*James P. Quisenberry, Urbana, Citizen Representative
The new members will take part in the next ISLAC meeting March 12th at the State Library.
NEW LSTA GRANT OFFERINGS AVAILABLE
The State Library is pleased to announce that FY2010 Library Services and Technology Act (LSTA) grant offerings are now available.
LSTA funding is awarded to states by the federal Institute of Museum and Library Services (IMLS). The Illinois State Library administers LSTA funding awarded to the state of Illinois each year, and issues grants to applicants who seek funding as part of a competitive grant program. LSTA grants are available for the development of projects that specifically provide and focus on library service, new initiatives and library activities.
All types of libraries (academic, public, school and special) and regional library systems are eligible for funding. Libraries must be members of one of the state's regional library systems. Over the last eleven years, LSTA grants have produced hundreds of worthwhile new programs in Illinois libraries and library systems.

NEW FREE ONLINE SERIES ABOUT DIGITAL ARCHIVES
The State Library is pleased to announce an exciting new five-part series called "Digital Archives: Search and Discovery". This series of free one-hour online programs highlights digital initiatives that are making it easier for users to find, use, enjoy, and add value to digital archives.
The shows will be broadcast on OPAL beginning February 6th. Subjects to be covered include the Illinois Digital Archives, the Abraham Lincoln Historical Digitization Project, the Pullman Manufacturing Town, "Opening the Photo Vaults" and "Early Illinois History to You Tube".

SPOTLIGHT AWARDS
The 16th annual Spotlight on Achievement and Spotlight on Service awards recognizing outstanding accomplishments by literacy students and volunteer tutors will be held May 13th at the Illinois State Library.
Secretary of State and State Librarian Jesse White, the ISL Literacy Office and the Illinois Press Association sponsor the awards each year. Each of the 10 adult learners or families selected as Spotlight on Achievement winners receives $200, a commemorative plaque and a personalized Illinois Blue Book. The 10 volunteer tutors selected as Spotlight on Service winners also will receive a plaque, a personalized Illinois Blue Book and $200 will be donated in their name to the agency for which they tutor.
The deadline for submitting nominations is March 5. Nomination forms are available on the Illinois LINCS website. If you have any questions you may contact Diane Manning or call 1-800-665-5576, ext. 3.
ONE WEEK LEFT TO APPLY FOR "FRONT LINES" SCHOLARSHIPS
The State Library is awarding 25 scholarships for employees of Illinois libraries to attend "On the Front Lines Conference: Agents of Change" (OTFL). This conference for all front line staff will be held March 16-18 at the University of Illinois at Springfield. Each scholarship will pay for the recipient's conference registration, lodging, and a per diem for food and travel. The deadline for scholarship applications is January 31, 2009, and awards will be announced in mid-February.

IPLAR UPDATE
It's time for public libraries to begin working on their Illinois Public Library Annual Report (IPLAR). Information about this year's IPLAR can be found on the State Library website.
"PICTURING AMERICA"
The State Library is pleased to be one of more than 56,000 libraries across the nation taking part in "Picturing America".
"Picturing America" is a National Endowment for the Humanities (NEH) initiative that helps teach American history and culture by bringing some of the country's great art directly to classrooms and libraries. The State Library was awarded 40 large, high-quality reproductions of great American art and a comprehensive teachers resource book to facilitate the use of the works of art in core subjects. "Picturing America" resources are designed to allow each work of art to enhance the study of American history, social studies, language arts, literature, and civics.

E-RATE NEWS
Make sure you document your competitive bidding process. Proper documentation includes - but is not limited to - copies of any Requests for Proposals issued, a completed bid evaluation matrix that shows how the winning bid was determined, and copies of winning and losing bids. If you only receive one bid, send yourself an email stating that you only received one bid. Print the email and save it in your E-Rate file as documentation. (Schools and Libraries News Brief. LITERACY SPOTLIGHT
Every week we honor a provider who receives a literacy grant from Secretary of State Jesse White and the Illinois State Library Literacy Office. This week we honor Howard Area Community Center in Chicago.
A successful businessman from Belize arrived in the United States not knowing how to read. He could no longer rely on his network of business contacts in Belize for assistance. He wanted to become independent and be able to read the letters his daughter wrote him from Belize. Another goal was to become a citizen of the United States. The gentleman was matched with a volunteer tutor from Howard Area Community Center who worked with him by integrating the necessary phonics instruction with material that he would find on the citizenship test. After several months, the businessman took and passed the oral part of the citizenship exam. He continued working with his tutor to improve his reading and writing skills. When he retook the reading and writing portion of the exam, he passed. The determination and persistence between this businessman and the volunteer tutor is an inspiration to others in the program.

The 200th birthday anniversary commemorations are fast approaching for Abraham Lincoln. The event will be celebrated around the world on February 12th.
